In 1990, the EB-5 program was authorized by congress to economically target qualified immigrants seeking to obtain permanent residency. Administered by U.S. Citizenship and Immigration, the goal was to invest in businesses that create or save at least 10 full-time jobs in a target-specific market.

The Iowa Economic Development Authority (IEDA) is partnering with CMB regional centers in order to effectively manage the EB-5 program. This effort is to ensure that both businesses and immigrants seeking permanent residency contribute to the socioeconomic environment in their respective areas.
